Actually, that patch (tax rate) was written merely a test case for this
patch. Look at the tax patch, and you'll see in the first part of it, how
the stuff in this patch is used to save lots of CPU cycles.

The ultimate objective is to use these changes for a more efficient gen
eff AI, which does not need to actually change anything to do precise
calculations.
