Compute a value of an alliance out of complementary actions (exchanging
techs, cities, maps, ...), collaborating (units in cities, fighting same
enemy) and the time passed after. If nothing has happened for lets say 20
turns the value is 0 and the alliance can be turned into peace or war
without reputation loss.
