Like I said it may be beyond the scope of your patch.  But it is worth 
doing on its own.

Backward (but not forward) savegame compatability is needed. 
Capabilities can be used for this if needed.  But you can probably just 
keep the old savegame format!

Network compatability is not needed.  Just add a new manditory 
capability to capstr.c.
