Yeah, but it works for 100% of the cases required, which was not the
case of the previous alternatives.

This all started because someone thought it would be a good idea to
distinguish land vs sea units. Eh.

Please refer to #8482 for more discussion and a patch for this by Daniel
Speyer. I am merging this ticket with that.

The code to make it work with any tileset and handle ruleset re-sends is
not as trivial as one may think.
