Yes this is a side effect of rewriting this, when rewriting somethin we
change somethin, but if you like i can set this dist to 1. (this in no
realy logic, cities can use spetials as far as 2 in sea not only 1 why
you use only 1!
One day you need to think at this, soon when introducing sea-ocean
separted tiles.
