This behavior seems to be a relic of PayCiv compatibility. A related - 
derivative - problem is that research does not mind gaps in the tree, 
which might I suppose make some kind of sense sometimes but for example 
recently I didn't have flight but stole radio then was able to start 
researching advanced flight (I had the other pre-req, miniturisation or 
machine tools or robotics or whatever it was). It seemed kind of funny to 
be able to research advanced flight given that I did not know flight. But 
maybe its a kind of cargo cult thing, the guys on the radio tell me what 
to do and I do it without any idea what I am doing? :)
