If you want fast, use the keyboard shortcuts. Otherwise use the menu. The
possible diplomacy actions were getting to be too many to use buttons for
all of them. Having a dialog which is so wide it doesn't fit on smaller
screens is no fun and it is against the GNOME HIG.
