Okay, I like Grégory Luguet's idea of patriotism (PR#6375) better than
any of the ideas I came up with previously.  Not only is this a metric
for determining which cities should go to which side, but it also allows
for spontaneous revolts (a la PR#6173), and it can have other effects, too.
