I've noticed that the goto command in CVS will not permit diplomats to
go to any enemy cities.  I think that is a feature to give people a
chance to respond to the appearance of the diplomat.  You should,
however, be able to goto next to the city and then manually enter
(assuming, of course, you don't get attacked first).  If you can't do
that, I definitely think that's a bug.
