For game balance reasons, this should be limited to a ceiling equal to the
number of shields you produce that turn. So if your city produces 40
shields, you can output 4 warriors each turn, but if you save up 200
shields, you cannot suddenly unleash a blitzkrieg attack from that city
(eg over rail).

This would benefit extreme largepoxers, especially with new future techs
and/or future improvements of buildings.
