Well, I doubt anyone will miss the code, but getting from here to there 
is probably not as trivial as it sounds.

I take for granted that people would miss the features :-).

This should be a user action similar to renaming a city. 
PACKET_CITY_RENAME => PACKET_CITY_DISBAND.  But the disbanding needs to 
be restricted; it would impact game balance if you could disband any 
city at any time.
