[Freeciv-Dev] intent to commit: incite cost patch

Please folks, have a last look at this. I intend to commit it soon unless
there are any objections.

The reason it was delayed was the we wanted the behaviour of the
courthouse to be configurable first, but this needs gen eff. Instead I
suggest we make it configurable later.
