This is one manifestation of a more sophsticated combat scheme.

In general, faster units like horseman should be able to retreat from combat 
and survive. Generally, they don't continue the fight if their hitpoints are 
below some fixed percentage and they can run away from the defender.But if 
they are wiped out by a heavy hit in one round they should die like any 
other unit.

Shouldn't be too difficult to implement something along these lines. Should 
apply to planes, ships and land units (makes destroyers useful for example).
