Leasing out knowledge, Per?  :)

Think about one of the reasons attempts to fix ICS has failed -
patches try to increase trade output of peaceful nations, but
production is the key. Maybe it would be better to give a production
advantage to allies, something like a trade route that yields
production points.

Here is an interesting real-world example of how nations that enjoy
peace (with each other, at least) and stability collectively
contribute to military strength:

Techs can simply be stolen, but industrial parts can be contracted
from allies. It would be interesting if Freeciv could simulate the
synergies of globalisation, to give cooperative nations an advantage
over aggressive players who go it alone.

Anyway, this was unrelated to tech pooling.
