A similar problem is known for KDE and the Xaw client.

This type of problem usually depends highly on which client and window
manager you use.  There are 3 clients for X alone and over 30 window
managers in regular use (not counting different versions).

Please mention the Freeciv version, client (Xaw??), window manager
and window manager / desktop *version* you're using.
