There are now two new modules:

  freeciv_po    - contains freeciv/po
  freeciv_nopo  - contains everything else

These are not copies: the files are the same managed by
the freeciv module.

This resolves some other problems (opermissions for translators),
but the request for a release-to-cvs diff I will consider open
until Christian et al. report that this is good enough.

Some changes to the autoconf system are required before freeciv_nopo
will compile.

We can produce separate diffs for the submodules, too.
I will not do this for now.
