Gtk2 (configure script called with `--enable-client=gtk-2.0') (sources
are unmodified 1.14.0).

Note that I can't reproduce myself (I don't know what user means by
"click on a unit to open the unit dialog").

However, when opening "city dialog" and "tax/luxury/science dialog", I
can't see any problem by myself (I use icewm-1.2.6), the dialogs raise
over the others when clicked on them, as expected.
