I've already discussed this. Raimar and somebody else (Davide?) poopooed the 
idea. In any case, this is a mapgen issue first and an island issue second.
And while the mapgen people are at it, we should eliminate the polar
regions are continents 0 and 1 restriction.

So, this is a tangential issue. Looking at the client code, I don't believe
that a change of this sort will require changes in the network,
(non-enabled clients will ignore the extra ocean info) so this can be 
considered post-commit.
