This is not true, but should be.

AFAIK civserver ran with delayed rapture, while official released version
did not.

Wasn't there a recent patch that changed the order in which the city grew, so that settlers could be built on the turn the city grew to size 2?

Was that patch applied? If so, it seems nearly certain that's what caused the change...
