I don't see this as a big problem. When you decide to throw your nation
into anarchy, you should have a pretty clear idea on what you are doing.

Actually, being presented with the possible options _before_ you enter
anarchy helps a lot with giving players an idea of what they are doing.
Helpful for newbies.

He should not be able to discover a new govt type, since anarchy should
not give any science bulbs. Entering anarchy then chancing that you will
be able to steal the requried techs sounds a bit risky, and entering
anarchy because you will diplomacy your way to this tech some turns later
sounds a bit odd. So no, I don't see that as a problem, either.

(Also, moving govt choice to revolution dialog makes it easier to make
rulesets without anarchy, like FreecivAC requires, for one. Each
government could have eg a field indicating the length of anarchy to reach
that government type, which could be set to zero.)
