Oh, yes, display the possible options before entering anarchy is a good
idea. You could let the player make a choice, if she is able later,
when anarchy ends, to modify her choice.
If she doesn't want to, she can simply press return.

But it does, if you have scientists employed in your cities, AFAIR.

It may be risky or odd, but still possible. And if I'd try it, it wouldn't
be too hard.
Well, this is not that urgent matter, is it? I am always for improving the
UI, and this one can really be improved, but it is not necessary to restrict
the user, and to leave the good old comfortable civ 2 game mechanics here.
At least I think so.

P.S.: real life aspect: when going into anarchy, you never know how it
ends ...
