The version checking code in autogen.sh was broken until I fixed it
recently.  It misdetected the msgfmt 0.10.35 from a potato system as
>= 0.10.38, which is obviously bogus; it was this that prompted me to

Not new enough, it seems.

0.10.36 is sufficient for msgfmt and xgettext.  Looks like the people
who wrote autogen.sh didn't do their homework properly.  Expect a
patch soon.
