Debian testing (scheduled to be released as 3.0 next month) and unstable
have both 2.13 and 2.5x.  /usr/bin/autoconf on Debian is actually a
wrapper script that checks for the presence of configure.ac or for
certain 2.5x syntax in configure.in, and calls autoconf 2.13 or 2.5x
as appropriate.
