Is it really wrong to use a newer autoconf?

+ checking for autoconf == 2.13 ... found 2.52, not ok !

You must have exactly autoconf 2.13 to compile freeciv.
Get this version from <ftp://ftp.gnu.org/pub/gnu/autoconf/>.
+ checking for automake >= 1.4 ... found 1.5, ok.
+ checking for xgettext >= 0.10.38 ... found 0.10.40, ok.
+ checking for msgfmt >= 0.10.38 ... found 0.10.40, ok.
