Here's two ruleset patches. The first adds some much needed documentation to units.ruleset. Please take a look at it and see if something is wrong. It shouldn't be, since this patch has been out here twice before. There is only one thing in that patch that might be controversial, and that is my added FIXME comment on the [units_adjust] section. If you don't like it, just leave it out before commmitting. The second patch changes the food multiplier for Communism from 2 to 1. This brings it in line with Civ 2 and Civ 1, both which have this value at 1 (despite the Civ 2 manual erronously stating that it is 2). Nobody plays with Communism anyway, so the argument that ruleset changes might confuse somebody does not apply here...
