I though I got it from the mapgen call.

I removed the assert and put the test for null allocation back
into the preceding conditional and it seems to work fine.

But this was only one of half a dozen cores I has to patch from
the last week's CVS change set.

Another one is when you create a barbarian player it wanders
down into the tech code add dies on an assert there.

Removing the assert in tech.c and adding it to the conditional
seems to keep things alive here.
