the reason it takes so long for flags to be added is because its such a pain 
to add unit capabilities. how, where, etc... not that it really matters 
because nobody's really writing custom rulesets anyway - just offshoot 
projects that require some recoding. it was just something to make it a 
little easier, but who really cares anyway...
