I suspect that one great need is for someone to really organize stuff...
There are quite a few sounds out there but they should be all checked
and be either discarded, or added to a package of sounds uniform in
length, volume, naming and such...

Well, there are several... :)
There is one freeciv-data that might be appropriate but none
specifically for sound...  Perhaps a freeciv-art would be a good
idea... That could include graphics, sound, music and stuff like
that...

I see that freeciv-data is really low traffic so that would be an
argument against making a new list and just use that one...

I think you're best of posting to freeciv-dev until you get going
though...
