First step is to specify the language, no?

Goals should be:

1) Server language and ruleset language are the same
   a) Rulesets are server scripts
   b) Transformation tools exist to transform existing ruleset files into
server scripts
   c) Transformation tools exist to transform existing server scripts to new
format (is this needed?)

2) Server language can accomplish everything server command line and rulesets
do
   a) set/show/explain server variables
   b) set/show/explain ruleset variables
   c) create, remove, modify & display techs, units, nations, terrain,
governments, players, city styles, buildings
   d) stop/start/abort server
   e) score, etc.

3) (Future) Unification of savegames
