What about veteran status?  You're not supposed to know whether an enemy
unit has it, but you need it to acurrately compute this.  Of course,
sometimes you can deduce it (e.g. they have Sun Tzu's war academy).  I'm
not sure what the best solution to this is, but it needs considering.
