Well, what is the rationale behind the rule that you can't have a
scientist in cities smaller than 5? Small cities are oriented to 
production, not to services. I may argue that they are not oriented
to commerce either. I changed the corruption computation for sake
of minimal change, of course you can affect trade computation in other
places and by other means. I'm not familiar with the source enough to
post a "real" patch. That one was just an idea.

The problem with smallpox is that it's the best way to increase
trade production in earlier stages. It takes a lot for an empire
with the same population to reach the same trade production with
decently sized cities. And that's plain wrong, IMHO.

BTW, cities of size 1-2 have between 1 and 3 of trade. Either you
limit that to 1 (or even 0) or you hardly notice any difference.
