I suppose it can't hurt, because it can be turned off in Message Options. However, I hope people do realize that this situation is quite different from, say, city starving. The way it usually works is that you lower your luxury rate until you get massive disorder among your cities, and then turn it up a notch to fix it. Under certain situations, some cities may produce more luxury than the maximum usable, and a constant reminder of that fact is more annoying than helpful. It is almost certainly the case when you are growing cities by celebration, and for a few turns, you will get these massages from almost every city that is celebrating. Rather unecessary, IMHO. But since people want it, it can be added.

The important thing is to make people aware of the fact that beyond a certern limit, providing more luxury won't make your people any happier, and you will need other means (e.g. city improvements) to achieve that effect.
