A good AI will surely need to save some amount of state as it goes, but I
agree that this does not belong in the savegame.

When you restart a saved game, the AI should just evaluate the current
situation an develop a new plan starting from that point.  After all, if a
human loads a saved game after a few days' hiatus, he probably will not
remember very much about what he was trying to do and how he was trying to do
it.
