Using --with-included-gettext doesn't help in this case, since you
still need to get freeciv.pot somehow.

I suspect the first option is impractical -- presumably there is a
good reason configure insists on the GNU version of xgettext.
Including freeciv.pot in CVS seems problematic. Because it changes so
much it will probably become a hassle to developers keeping it
up-to-date and/or with conflicts, and also need to avoid spamming
freeciv-cvs mailing list. (Having an auto-generated version available
is fine, and there is already one available by ftp as noted in
previous post, but putting it in CVS is the problem.)
Documenting the workarounds seems best to me, though note that this is
not an IRIX-specific problem. Any system which uses configure but
doesn't have GNU xgettext will presumably have the same problem -- eg,
I get the same thing on Solaris.
The re-cap, the workarounds are:
- install GNU gettext package to get GNU xgettext (then remove
config.cache and re-configure -- does this scenario introduce any
configure problems finding the right parts etc?)
- configure with --disable-nls if you don't actually need/want nls.
- fetch freeciv.pot from
ftp://www.freeciv.org/pub/freeciv/latest/freeciv.pot.bz2
