another idea in the combat system line:
in civCTP city walls give a +4 bonus to defending units whereas fortresses
give 150% defense bonus. this difference is very nice because of its
realism. in early days, when units are weak, city walls are the best for
defense. In later days, when units are stronger (it starts with the advent
of musketeers) fortresses become the best. this is nice, because it leads
to a shift from defending inside cities to building lines of defense
outside cities, which is exactly what happened in history.
it would also be a very simple way of adding some nice and historicaly
relevant tactics to the game.
