Bearing in mind I don't really do freeciv development, just try to keep

I would agree there, but they are utterly harmless. We have seen that
feelings will run high where some subjects are discussed, and Nazism is one
of them.

Also, Dunedain & Mordor do not cause any clashes, while Nazi nation would.

Nations.ruleset seems pretty stable format now. I know of nothing (except
that flags thing) which would change it being currently discussed (even the
grouping idea of Tomasz's could be external to the files).

I personally disagree with the idea of inclusion in rulesets as that would
imply that they get sent to the player from the server, which is a
transmission bloat. However, each player could be sent them all (for the
current game) on connection, and it wouldn't be too bad.

Unless you mean that's a misspelling, to liase is to communicate, provide a
link between two or more groups, who are working separately over a common
topic (one definition anyway)
