If you can mirror this location and tell the client to use
a local location it is a good idea. Otherwise not: Some
people have to pay for their internet access. And it is
already quiet expensive to play freeciv online.
Beside that: If the decision is made to create an API to
access an URL (by calling a browser) it should also be
possible to embed the browser into the client (there are
good libraries like XmHTML for pure X applications and
gtk-xmhtml and gtkhtml for Gtk+).
