How many people actually use the Capitalization feature? I sure don't.
I'd much rather build Diplomats or something than let the shields devalue
into gold. (The exchange rate is just awful!)
Here's a thought: create a new tech that allows 1:1 conversion of shields
to gold (which you can already sort of do by making and selling buildings),
dependant on trade/currency/nothing as desired, and change Capitalization
to give a better rate (like 1:2 (1 shield for 2 gold, that is)).
