Very good, to be able to make peace at last !!!
But it seems to me that there should be several degrees clearly
separated like you started to define: WAR, simple hostility, peace and
alliances. Alliances are very important for they allow a weak player to
beat a stronger one with the help of a third one. Moreover, alliances
are supposed to be broken, right ? ;o)
It might be cleaver not to allow several alliances with empires that are

hostile. If you are at peace with them and they fight together, no
problem, but in cases of alliances, it is very different.
