I see that freeciv informs all when someone (non-ai) starts building a
wonder, which is afaik different from civ2.

Is there a reason for it being the way it is?

If no-one objects, the easiest thing to do would be to just remove the
notify-code for human players. This would still print out when ai starts
to build wonders, I believe civ2 does it this way.

Or, we could just implement a server var (wonder_notify?) that alters
the behaviour to either: print always, print ai only, print none, and
then argue over what default to set :-)
