Playing Freeciv is really big fun. There is one thing in the
game that puts it too easy out of balance: boats.

You only expand like crazy to get as much tech as possible
to be the first having ironclads, cruisers,  etc. 
Then you select a weaker opponent and with very few ironclads
(maybe even one) you empty the opponent's cities and get them.
With a diplomat aboard or democracy the opponent is chanceless,
even to resist for a longer period of time.
Now, compare with ground troops: in most cases you have only 
one attack per turn. This requires a huge army to take a city 
(if it is not destroyed before) and only at a good tactic a war 
pays off.
Boats are too powerful since they have too much 
attacks per turn. At least, for any other strategy 
than the above to be successful (at option landmass<50 or so).


Suggestion: 
Introduction of an option that restricts the number of 
attacks per turn (e.g., to one or to an integer). This makes the 
game more balanced, allows for other strategies, and is also more 
realistic. 
One could consider, that taking a city does not count as an attack.
So, that you can attack with a horse-based troop and take the city if 
it is empty.
