Please, separate client and server data directories.
For now tiles are intermixed with server rulesets.
For my java client I use following layout
data/help - for now just helptext.txt
data/images/trident
data/images/default (it could be data/images/engels)
data/sound
Common image files could go directly to data/images
If we could standarize on one format it would mean easier maintance :)
Server files could go to new directory - something like rules/ with
rules/civ1
rules/civ2
rules/default
etc.
