I don't build freeciv on Linux so take this for what it's worth.

I think you need the gtk developers package so you get the include
files, etc.  You probably installed the package with just the
runtime dynamic libs.

configure isn't finding them.  If they are in fact installed, you
can use the --with-gtk-prefix=PFX to tell configure where they are.
