[Freeciv-Dev] Debian package finally, and freeciv.desktop

Yes, I fixed the xaw-wrappers nonsense so I will be uploading
freeciv 1.8.0 and +cvs19990610 tomorrow. I planned to upload
them today but master is too slow and I'm at work so I can't
monopolize the network for too long :-) But some of the .deb's
of the cvs snapshot are already there.

The debian/ directory to build 1.8.0 or a CVS snapshot is
already in CVS - I'm checking in the last fixes right now.

Finally, one of these "fixes" is a freeciv.desktop file for
GNOME. Yes, it's not really necessary, but a nice thing to have.
Anyone who wishes to integrate it to the Makefiles and place it
outside debian/, feel free to do so, but _COPY_ the file - don't
move it, or debian building will break. Once it is copied
outside and `make install' handles it, I can just delete it from
debian/ and debian/rules.

BTW the same holds for the manpages... they've been in debian/
for ages :-)
