I was about to correct this, when I found out that 
ftp://ftp.ultraviolet.org/uploads (add 's') does actually exist.

Nevertheless I think ftp://ftp.ultraviolet.org/pub/freeciv/incoming 
is the preferred directory of freeciv-related uploads.

(Ideally ftp.freeciv.org in place of ftp.ultraviolet.org would 
work, but it doesn't at the moment.)
