No, please don't. I believe they might be protected by copyright. Even
though the individual city names etc may not be copyrighted, a 
"compilation" of uncopyrightable facts may be copyrighted. So we need to
reimplement the city names list. You do not have to go to any efforts to
make it different, just write it from scratch without looking at the Civ
list.

I have reimplemented the Vikings (will send it once I get back home), and
I noted several rather odd and very distinct interpretations of city
names in Civ, which, if copied, would make it apparent that we have
copied content directly from Civ. That, of course, would be BAD.

All this is of course IANAL, IMHO and ETC.
