I think the contrary is true - Civ tries to emulate "actually existing
socialism" (ie USSR/China), and does not give a damn what some people
might think socialism/communism _really_ is. I think that is the best and
only way to go without annoying some people with leftist leanings.

So, please, keep "ideal" communism out of it, please. We would never 
agree what it is.

Oh, but I agree, 50% is harsh on Communism. The loss of their capital
should not actually mean that much, because their government is rather
mobile and flexible (as far as warfare goes, that is - recall Mao's
famous long march and the russian civil war), and not bound up to material
structures such as the Palace. Besides, Communism as a government is way
to weak compared to the other governments as is.

I say 10%.
