According to the Civ II book, any city built on Plains or Grasslands a
utomatically has irrigation and roads. Any other square has roads and
mining, if Mining is applicable. The book also says that you can't
improve a city square with an Engineer or a Settler. You can change the
terrain type and new discoveries automatically improve the city square.
