Here's what _I_ say about it:

1: unless you use a version of Qt released under the QPL (not
yet released, last time I checked), then you won't be able to
distribute the resulting code unless you have permission from
_everyone_ who _ever_ contributed code to FreeCiv.

2: an UI abstraction layer is being coded, which may waste a
good part of your efforts.

These are objective, impersonal observations. My personal
opinion doesn't matter (and I couldn't word my personal opinion
of Qt in terms adequate to this list). But my personal
recomendation on this matter would be:

Go on coding, but don't distribute it to anyone. Keep up with
the changes in the upstream code; you could be very helpful in
the development of the abstraction layer. Then _when_ Qt 2.0
(with QPL) is released, you can release your version of the
client.
