My take on the minefield debate:

I think that a cool twist on the minefield idea is that there is a 1
square random deviation from where the player thinks they are laying
the mines.  You could also randomize how many minefields are laid in
that area.  Usually 1, sometimes none, sometimes 2, very seldom
3. . . . 

That way mines are a two edged sword.  The person laying the mines
does not know exactly where or how many mines were layed.  Minefields
should not be visable to a player (including the layer) untill they
have triggered the mines.

Mine fields should not go away when triggered.  They should just
reduce the % chance of being triggered again.  The only way to get rid
of them is with the costly settler operation.

Mine fields should be detected by a player by triggering them, or by
trying the remove mines command on settlers/engineers.  Once they are
detected, they should be marked on the map (memory games suck).

trying to build a city on a mine field should destroy the settler.
